Elevating Excellence: Acting Administrators Set to Excel as Promotion Interviews Commence. The Teachers Service Commission (TSC) has underscored that acting school heads will gain an edge in the quest for substantive positions. During his address at the 2023 the Kenya Primary School Headteachers Association conference in Mombasa. Macharia highlighted a reluctance among teachers to embrace promotions. Notably, Macharia stated that, due to an insufficient pool of candidates for promotional positions. The TSC was compelled to lower the requirements. This trend is particularly noticeable in Special Needs Education, where there is a severe shortage. Emphasizing the importance, Macharia urged, “I encourage those invited for interviews starting December 4 to ensure attendance.”
Omboko Milemba of the Kenya Union of Post-Primary Education Teachers (Kuppet) attributed the stagnation to the 2017 career progression guidelines. Critically, Milemba criticized these guidelines as a significant obstacle hindering teacher participation in the promotion process.
Adding another perspective, Collins Oyuu of the Kenya National Union of Teachers (Knut) noted that despite the TSC advertising certain positions, particularly deputy headteachers, more than twice, there is a persistent lack of applicants. Revealing a concerning aspect, Oyuu pointed out that numerous experienced teachers, promoted to senior teachers by 2017, still do not qualify for deputy headteacher roles. This situation necessitates a three-year wait to align with the corresponding job group.
The challenges in the teacher promotion process underscore the complexities within the education sector. Consequently, there is a need for a comprehensive reevaluation of career progression guidelines to address these persistent issues.
