The Salaries and Remuneration Commission (SRC) recently enacted substantial revisions to the daily subsistence allowance (DSA), commonly referred to as the travel allowance, for all civil servants, teachers included. This was done with the clear aim of guaranteeing full reimbursement for business travel. Notably, this program, with details outlined in the circular signed personally by the SRC’s President on August 7, 2023, applies not only to urban centers, but also to district capitals and many other municipalities.
Let’s now delve into the specific changes across various teacher evaluation categories:
1. B5 and C1 level teachers, including elementary teachers (Secondary School Teacher II) and educators (Secondary School Teacher III, Teaching Master III, Primary School Teacher I), now receive a fixed daily allowance of Ksh 6,300.
2. C2, C3, C4, and C5 Level Teachers: Moving forward, teachers at levels C2 (inclusive of junior high school teachers II, primary school teachers SNE II, lecturers II, secondary school teachers II), C3 (which includes secondary school teachers, elementary school teacher I, master’s teacher I, SNE I – elementary teacher, SNE teacher II – high school, middle school teacher I), C4 (encompassing Lecturer IV, Lecturer IV, Teacher Senior SNE – Primary, SNE Teacher I – Secondary, Deputy Head II), and C5 (specifically Master III) will also experience changes in their daily allowance.
3. D1, D2, D3, D4, and D5 Senior Educators: Furthermore, senior educators, such as those at D1 (Master II, Principal III, Principal, Senior Lecturer II, Program Support Officer I), D2 (comprising Senior Director II, Senior I, Instructor I), D3 (which includes director and deputy director I), D4 (senior director), and D5 (director), will now receive an increased daily allowance of Ksh 14,000.
It’s essential to highlight that this SRC Circular supersedes all prior circulars related to Retirement Benefits, Working Group allowances, session allowances for internal organizing committees, and DSA (domestic and foreign travel) within the public sector. Overall, this comprehensive review serves the purpose of establishing a fair and transparent remuneration structure for public officials, with the ultimate goal of reducing the necessity for business travel. As a result, following the SRC’s adjustments to subsidies, teacher salaries have increased due to the provision of additional allowances.
