The Teachers Service Commission (TSC) is gearing up for a significant initiative, planning to promote administrators who received regret letters in August 2023. According to a reliable insider, TSC finds itself grappling with a considerable scarcity of headteachers, principals, deputies, and senior teachers. Faced with these challenges, the Commission has made the decision to promote individuals who were previously issued regret letters. Despite initial setbacks, TSC is providing them with an opportunity to re-apply in future promotion adverts, showcasing a flexible approach to talent management.

Among those who received regret letters, there is a notable group of deputy headteachers who were acting as headteachers and were actively seeking confirmation. However, a significant subset of this cohort lacks the requisite degree certificate, a critical criterion that TSC prioritizes for those aspiring to headship positions.
Moving forward to July 2023, TSC’s data reveals a staggering 3,359 public schools without headteachers, including 1,918 primary schools and 1,441 secondary schools without principals. This leadership vacuum comes at a crucial time, coinciding with the government’s implementation of vital reforms in the education sector.
To proactively address this challenge, TSC initiated an extensive campaign, advertising 14,738 teacher promotions. The call for applications unfolded in three phases: January, March, and May. Notably, many successful candidates from the March interviews were promptly posted to schools during the second term, underscoring the urgency of addressing the leadership vacuum.

Zooming out to the broader context, TSC CEO Nancy Macharia has been vocal in expressing her concerns. She points to a persistent issue of teachers missing out on promotions and contributing to their own stagnation. Macharia specifically accuses teachers of being unwilling to apply for promotion opportunities in other counties, exacerbating the shortage and placing additional pressure on the already employed TSC teachers.
Speaking at the 20th Kenya Primary School Heads Association (Kepsha) Conference in Mombasa, Macharia shared pivotal information. The government has allocated sh 1 billion in the financial year 2023/2024 for the promotion of 36,505 teachers, indicating a substantial commitment to addressing the promotion needs within the teaching profession.
Macharia further revealed that the Commission will conduct interviews to fill the 36,505 vacancies advertised in September this year. Of these vacancies, 17,914 posts will go to primary school staff, emphasizing the focus on addressing shortages at the primary level.
Despite the allocation of resources and opportunities, Macharia lamented over the failure of teachers to turn out for interviews. She observes that this factor has not only starved schools with low numbers of teachers but has also put additional strain on the teachers already employed by TSC. In a plea to primary headteachers, she urged them to ensure that teachers attend the interviews scheduled from 4th December 2023 and emphasized the importance of not shying away from taking up responsibilities.
