TSC Announces Second Phase of Teacher Salary Increase in 2024. The Teachers Service Commission (TSC) is gearing up to roll out the second phase of salary increments for teachers, starting in July 2024, as revealed by Kiharu Member of Parliament and Chairman of the Budget and Appropriations Parliamentary Committee, Ndindi Nyoro, during the 2024 – 2025 budget allocations.

The education budget allocated a substantial portion of sh 369.94 billion to TSC, earmarking it in part to fulfill the 2021-2025 Collective Bargaining Agreements (CBA) signed with three teachers’ unions: Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET) on 28th August 2023.
The CBA outlines the implementation of salary adjustments for teachers in two phases, starting from 1st July 2023. The first phase, spanning from 1st July 2023 to 30th June 2024, has been successfully executed as planned, with the second and final phase scheduled from 1st July 2024 to 30th June 2025.
TSC CEO Dr. Nancy Macharia has confirmed the commencement of the second phase, effective from 1st July 2024. Which applies to actively employed teachers as of 1st July 2023. TSC has categorized house allowance rates into four clusters, varying from urban to rural areas, with each cluster having specific rates.
While TSC remains unchanged house allowance rates for Clusters 1, 2, and 3, it divides adjustments for Cluster 4 into two phases. The first phase, initiated in the August 2023 payroll, includes arrears dated back to 1st July 2023. The second phase is scheduled for payment on 1st July 2024.

Ahead of the implementation of the second phase. TSC will issue a statement in June 2024 outlining the expectations for teachers. Additionally, TSC has allocated sh 26 billion to transition intern teachers into permanent and pensionable positions. Encompassing the confirmation of 20,000 interns recruited in February 2023.
Approximately 46,000 teachers currently serve as interns, and confirmation into permanent positions will be subject to a two-year internship tenure. The 2024 – 2025 fiscal plan integrates this budget and also includes provisions for hiring an additional 20,000 intern teachers.

As part of this initiative, TSC plans to redeploy P1 teachers from primary to junior secondary schools. Following a surplus of 18,194 teachers in primary schools due to class reductions under the new curriculum. The commission is advertising 6,000 deployment opportunities for graduate P1 teachers to apply for junior school positions.
